Civil Defence in the country has been raised on the strength of Civil Defence Act, 1968, C. D. Rules, 1968 and Civil Defence Regulations, 1968. The Civil Defence Legislation is a Central Act, however, C. D. Regulation, 1968 provides all the powers to implement and execute the C. D. Scheme to the State Government. Central Govt. is responsible for making the policies, plans and financing the States for implementing of the C. D. Scheme on discrete financial terms.
